Benefit-Cost Analysis for Iliamna-Newhalen Community Dock Project

The project is a Benefit Cost Analysis (BCA) of the Iliamna-Newhalen Community Dock Project for the Lake and Peninsula Borough. The proposed dock project would primarily serve the communities of Iliamna and Newhalen. The proposed facility is intended primarily for seasonal barge traffic, occasional docking by commercial fishing vessels transiting to and from Bristol Bay, and small watercraft for sport fishing, sightseeing, subsistence activities, and general access to Lake Iliamna. The project would benefit barge operators and skiff users and provide public benefits including reduction in emissions and improved safety.
The analysis specifically involved evaluating and quantifying the following: residual value, savings from reduced tug and loader diesel use, travel time savings (barge crews), additional skiff time benefit, harvest value of additional skiff trips, savings from longer useful life of skiffs, cost of additional fuel used by skiffs (disbenefit), net reduction of emissions of CO2 (disbenefit), net reduction of emissions of non-CO2 gases, safety benefit from a project-related death, and safety benefit from reduced injuries.
The costs and benefits estimated in the assessment explicitly followed the Benefit-Cost Analysis Guidance for Discretionary Grant Programs published by the U.S. Department of Transportation.
