ASDPA PROTECT Grant Benefit-Cost Analysis

With an aggressive timeline, Northern Economics completed a Benefit-Cost Analysis for the PROTECT Grant proposal that Lynker drafted with the American Samoa Department of Port Administration (ASDPA), for the Pago Pago International Airport Shoreline Protection Project. The federal PROTECT Grant provides funding to ensure surface transportation resilience to natural hazards including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through support of planning activities, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure. Northern Economics analyzed cost data provided by ASPDA for the shoreline protection, and conducted extensive research to quantify the benefits a safe and protected runway and lagoon provide to the residents of American Samoa, along with nearby wildlife and habitat.
