Northern Economics provided a comprehensive review of Atlantic Surfclam and Ocean Quahog Individual Transferable Quota (SCOQ ITQ) Program, the first ITQ program to be implemented for U.S. federally managed fisheries, for the Mid-Atlantic Fishery Management Council. The review is structured around National Marine Fisheries Service catch share review guidelines and included an evaluation of biological and ecological/environmental, economic, social, and administrative effects of the program, along with an evaluation of program performance relative to its goals and objectives.
